DIMITRI KANTEMIR MUSEUM AND SOCIAL CENTRE OPENS

FENER AND BALAT DISTRICTS

NEW MUSEUM AND SOCIAL CENTRE OPENS
IN FENER BALAT DISTRICTS OF ISTANBUL


The President of the Republic of Romania, H.E. Mr. Traian Basescu, Opened on Monday, 25 June 2007, a new Social Centre and Museum in Istanbul’s Fener Balat district in the residence of Dimitrie Kantemir, a well-known Romanian resident of Fener Balat in the late 17th century. The Head of Delegation of the European Commission to Turkey, H.E. Mr. Marc Pierini, also participated in the ceremony.

The restoration of the 300 year-old house, located at Tevki Merdivenli Mektep Sokak, Fener, Fatih, Istanbul, was carried out under the EU-funded Rehabilitation of Fener and Balat Districts Programme, a joint programme of the European Union and Fatih Municipality to restore a number of historical buildings in the area.

Kantemir’s House is one of the most notable places in the Fener and Balat quarters within the boundaries of Fatih Municipality in the Historical Peninsula of Istanbul.

Dimitrie Kantemir, a famous Romanian man of letters, made Istanbul his home between 1688 and 1710, yet only the inhabitants of the region know the house were Kantemir once lived, but without any information about his personality and works. Almost none of the visitors of this area are aware of such historic point.. This is now set to change with the opening to the public of a museum dedicated to Dimitri Kantemir and a social centre to help local people with various health and education related activities.

The Museum and Social Centre should reflect these characteristics, while enabling an interactive process which should result with a deeper understanding of Kantemir’s personality, his works in a variety of subjects and the milieu in which they were produced.

During the inauguration ceremony, Ambassador Marc Pierini stated: “This successful restoration programme is a model for similar projects elsewhere in the city. The rehabilitation of the historic area of Fener Balat reinforces Istanbul’s position as one of Europe’s great historical cities, and is also a significant contribution to Istanbul’s role as European City of Culture in 2010”


ACTIVITIES TO BE DEVELOPED

According to the agreement between Fatih Municipality and the Romanian Government, the upper floor will be allocated to the Kantemir’s Museum while the ground floor and the garden are to be used for the Fener and Balat Social Centre activities which will mainly be dedicated to the education of children, youth and women of the region,

RESTORATION OF THE HISTORICAL HOUSES UNDER THE REHABILITATION OF FENER AND BALAT DISTRICTS PROGRAMME HAS STARTED
A ceremony has been held on April 9, 2005, to announce the start of the construction at site for the restoration of 26 houses determined for the First Tender of houses covered by Rehabilitation of Fener and Balat Districts Programme, implemented to improve the living conditions of the inhabitants of the districts through urban regeneration.

Actual restoration of the 26 houses determined by the consent of their owners and covered by the Rehabilitation of Fener and Balat Districts Programme, a joint program of the European Union and Fatih Municipality, started. The restoration work is done by Pekerler İnşaat and Sanayi Limited Company that won the tender announced by the Delegation of European Commission to Turkey in August 2004.

The restoration of these 26 houses in the first tender will last approximately 8 months and cost about 377.000 Euros. As covered by the tender, the roofs and façades of these houses will be restored, outside door and window frames will be renewed, and additions/extensions not original to the buildings will be removed. The main objective for the restoration of the houses is to improve the physical condition of the buildings while preserving their architectural authenticity. The monitoring and the approval of the works carried out by the construction company will be done by the Technical Assistance Team of the Consortium lead by Foment Ciutat Vella in the name of Fatih Municipality.

During the period the restoration of these houses under First Tender takes place, the preparations for the Second Tender continue non-stop, covering the architectural project work for the houses in the area and several shops at Balat Market requiring extensive restoration as well as the buildings that will be used as Social Centre to be restored. While the projects for these buildings are submitted to the Protection Board, the documents for the Tender Dossier are prepared. After completion and approval of them, the Second Tender will be announced by the Delegation of European Commission to Turkey in the coming months.


What is the Rehabilitation of Fener and Balat Districts Programme?

The Programme started in January 2003. With the 7 million Euro financial support provided by the European Union, the work for the restoration of an indicative number of historical houses, establishment of a Social Centre, rehabilitation of Balat Market and development of a Solid Waste Management system is in progress. All these components are carried out with a special emphasis of participation of the inhabitants of the districts.

Solid Waste Management Campaign implemented under the waste management component was implemented in February-March 2005 in four primary schools of the Fener and Balat districts. As a part of the campaign, seminars of environment and waste management were presented. A total of 1250 students participated in these seminars. Also, small workshops were carried out and almost 150 students benefited from these workshops. Under the campaign, the distribution of collecting bins inaugurated by Fatih Mayor, Mustafa Demir on March 29, 2005. A total of 2500 households have been distributed these collecting bins.

Also, Call for Proposals for the grant that will be awarded to a Civil Society Organisation that will run the activities in the Social Centre was announced last Wednesday, April 6, 2005.

Call for Proposals from the EU for Social Centre Component of Fener and Balat Districts Programme
Delegation of the European Commission to Turkey has recently launched a call for project proposals for Social Centre Component with a total of 300.000 Euros under the EU funded Rehabilitation of Fener and Balat Districts Programme, İstanbul, Turkey.

The Social Centre Component of Rehabilitation of Fener and Balat Districts Programme, Istanbul, is primarily designed to serve the needs of women, children and youth of Fener and Balat at the district level. The Social Centre Component of the Programme aims to increase access by women, children and the youth to basic social services (education, health, etc) to develop the sense of belonging and coexisting in the same neighbourhood. In this respect, Civil Society Organisations are expected to contribute community-building, resource generation to facilitate women’s endeavour to acquire income and developing the capacity of inhabitants to participate in the activities. The Social Centre will also serve as a local information centre, from which the targeted population should benefit.

This grant scheme enables Civil Society Organisations to apply for funding up to 300,000 Euros to undertake a project of up to 14 months duration in Fener and Balat districts of Istanbul, Turkey. The Social Centre Component has a variety of priorities and encourages Civil Society Organisations to apply in a group composed of partner organisations. The deadline for submitting the project proposals is 06 June 2005. Project will be selected by and the contract awarded will be managed by Delegation of the European Commission to Turkey. The awarded project is envisaged to become operational the latest by 1 September 2005.

RECYCLING CAMPAIGN HAS STARTED AT FENER and BALAT DISTRICTS
The distribution of recycling bins to 2500 households, an important element of Recycling Campaign, has been inaugurated by Fatih Mayor on March 29, 2005.
Recycling bins that will enable to separate collection of recyclable waste are distributed within the framework of Rehabilitation of Fener and Balat Districts Programme, a joint programme of the European Union and Fatih Municipality. As part of the Waste Management component of the Programme, these bins will be used to accumulate recyclable solid wastes, such as paper, glass, metal and plastics, separately. This solid waste will be collected on each Wednesdays by Fatih Municipality and then recycled.

Thus, the recent Regulation on Packaging and Packaging Waste Control will be implemented in Fatih district starting from Fener and Balat districts. Recycling of solid waste in Fener and Balat districts will also serve the goals of conservation of natural resources, sustainable production, reduction of solid waste to be stored and production of financial values specified in the Regulation that has come into effect from January 1, 2005 onwards.

As a part of the Recycling Campaign, 2500 households are distributed transparent recycling bins each with a capacity of 46 liters. Fatih Municipality will collect the recyclable waste accumulated in these bins separately on each Wednesdays. The Campaign also aims to create environmental awareness through education sessions: Technical Assistance Team supporting the Fatih Municipality for the Programme organizes seminars at primary schools, distributes informative brochures and posters. Till now, 1250 students studying at Tarık Us, Edirnekapı, Muallim Naci and Kırımlı Aslanbey primary schools attended these seminars. Besides these seminars to which Green Steps Environmental Association voluntarily contributed, art workshops are organized at each school. Almost 150 students participated in these workshops and produced posters using recyclable solid waste. These art workshops will be repeated periodically.

The implementation of Fener and Balat Districts Rehabilitation Programme has now started.
7 Million Euro EU support is available for the rehabilitation of Fener and Balat districts of Istanbul.

The Rehabilitation of Fener and Balat Districts-Istanbul Programme was formally launched at a press conference in Istanbul with the participation of Hansjörg Kretschmer, Head of European Commission Representation to Turkey, and Eşref Albayrak, the Mayor of Fatih Municipality.
